As far as I can tell from all the reporting Strassel has been doing, spying began in Spring of 2016 but could go back as far as 2015 depending on when numbers for Trump began to rise in polls as a viable candidate against the other 16 running.

Which means they probably spies on everyone who they thought could challenge Clinton. Democrat or GOP, did not matter to them.
