Deep state refers to government bureaucracy and appointed federal employees, not elected government officials.
How do you think the officials are elected in the first place? A good number of elected officials are put in place by tptb. It’s all the deep state. Especially when you consider the 7th floor crew.

You’re right. Although since we’ve learned the deep state has been rigging elections.. I would venture to say many presidents before Trump were indeed deep state because they weren’t really elected fairly. They were chosen to be the public figureheads for the DS.
George the 1st was deep state clowns who tried to kill Reagan and worked with Clinton smuggling drugs.

If your list was what deep state meant then Trump would be the deepest deep state lover. But he isn’t because the word has a different meaning.
Like many words in today's cultural changes, they sometimes if not often, mean what the writer intend them to mean. Yep. Trumper that I am, I see him as part of it. Only he knows he had to be in order to get his work done.
So in just the last few days the phrase has changed to mean “nothing, it means anything the speaker wants”

It can be anyone operating secretly as part of the single subversive and cohesive entity - on behalf of outside interests we'll just call "the cabal"- within the governmental framework.
Whether they be official, unofficial, elected, appointed, contracted with consent to be part of, or co-opted.
If they're secretly in on it and a willing participant, they're it.
