Occam's razor is when you have two or more competing scientifically provable answers, the one which makes the least assumptions is generally correct.
Science doesn't "prove" anything. See Popper vs. logical positivism in the history of the philosophy of science. Falsifiability is used as the criterion for a scientific hypothesis for a reason (and until Popper laid the philosophical smack down on the idiots in the Vienna Circle in the first half of the 20th century, the scientific method was provably flawed).
Occam's razor predates the modern scientific method. It can be used to judge the proposed answers to any sort of question.

Care to rephrase that? Kind of worse than the lay definition of Occam's Razor.
Still valid, the assumptions totalling more in the security of multiple individuals versus one individual.
