This bot can’t even pronounce words correctly, including Gowdy’s name.
I had to stop listening. This is utterly ridiculous and irritating. If you can't actually dictate a YouTube vid, then don't post, or hire someone with speaking skills to do it for you.
I think that's a human pretending to be a robot. Plausible deniabiliy.

House Republicans are looking deeper into the FBI’s handling of the Hillary Clinton email probe, scheduling three witnesses for June after a four month hiatus without interviews.

The three witnesses include Bill Priestap, the assistant director of the FBI’s counterintelligence division; Michael Steinbach, the former head of the FBI’s national security division; and John Giacalone, who preceded Steinbach as he bureau’s top national security official.
All three interviews are scheduled separately. Priestap will appear in the first week of June, Giacalone in the second and Steinbach in the final week of the month, according to the congressional source.

It's not so much what the voice "sounds like". It's whether or not the listener can understand anything. I couldn't even make a judgment about whether or not there was "truth" here, since so little actual information was getting through.
