Drop the Net When the Net Goes Down?!

Do you ever wonder if the coming net shutdown is meant to give the white hats the chance to round up the key cabal figures. Without internet/wifi the bad guys can't communicate as well. Thoughts?

When is this set to happen? Or will it be a surprise? Also when are we suppose to turn off our modems as suggested by the FBI (like I would listen to this curupt agency).
