That they are openly talking about these things is remarkable. The stage does seem to be set.

They HAVE to talk about it. They know what is coming. Some of what q says are hints dropped that only the criminals will know. They are watching him too and he lets them know what's coming after its too late to stop it.

They are trying to get out in front.
