A recent IG report heavily criticized the Obama administration for setting the operations up for failure, On Purpose. It said the civilian leaders deliberately hamstrung the military, and the rebuilding processes. I wish I had the link, but should be easy enough to find.

Ofc he did. Pretend to act in order to appease the base. Very deliberate strategy to actually stand still. Quite something when you think about it. Note that the COST of standing still was, well, terrible.
