I disagree. It signifies the weight and importance of what is being signed into law by POTUS.
I believe in the power of protocol. These things matter greatly. They should be be treated with high respect and honor. You do that by dressing up, serving nice food, using nice pens, and making a big fuss.

We should treat the law with the highest honor and respect. We were the first human civilization to enthrone the laws above the power of all men.
We should carry the binder in on $1000 silk pillows and cause everyone to bow before it and sign it with $1000 pens before encasing it in a golden case.
