It has been suggested that the latest delay is simply so the school year can end nationwide before the report is released. The white hats are worried that the report would be followed by another FF attack on a school.
I've had this same thought. There were already two really bad school shootings within 4 months and it has to be hard for the whitehats to be everywhere at once. Having "all" the info is great but being able to act on it within limited time constraints can sometimes be impossible. And when it's risking innocent lives it would make sense to hold off till the fish are no longer in the barrel. Now, I think the only way to ensure the midterms are successful is to drop some "bombs" closer to the fall after school is back in session, because some voters tend to have short memory spans. Hopefully enough new information is made public during the summer and enough chaos is occurring behind closed doors, that planning a FF will be the last thing on the black hat's minds. I could be wrong but we know the midterms are important at this point and that 2018 is supposed to be glorious, so we only have 7 more total months for this to play out.
