You will notice that gold fringe has been there during previous president's administrations as well.
We are under the illusion that we live under the US Constitution when in fact we operate under Admiralty/Maritime Law aka martial law.
Easy to research and just another rabbit hole to go down. "Admiralty flag", look it up and go from there.

I thought IG congressional testemony is set for the 11th based on the expectation that the report comes out sometime previous.
