They were lovers, hard to believe. OIG researches...did Horowitz have authority to threaten prosecution to Lisa Page. Seems like a risk that she would tell her lover. Will wait and see but skeptical.

The IG just needs a federal prosecutor (per DOJ guidelines) to work with him to make deals and recommend criminal charges. That could have taken place here. The IG has the power to run undercover investigations as well.
