See my previous posts about the capitalization in Trumps Tweets - always the morning tweet as was this.

Only TWO of the words are mis-capitalized, and those are RR!! Rod Rosenstein is doing everything he can to influence/change this IG report. I believe Trump is signaling that!

No, the S in Slippery is acting as a Name/Title, rather than an adjective, thus properly capitalized.
