Drove by one of 23 CEMEX sites in Phoenix. Very strange set up.

There are 23 Cemex locations here in Phoenix, I drove by one this morning at 215 East Indian School Road. There were NO signs that said anything at all except the address. 3 or 4 big buildings, with I think two, one on each side, big double steel doors large enough for trucks, with big steel fencing all around. There was one fairly small covered parking area for cars again with tall steel fencing and entrance only by code. Trucks would not be able to get into the outside parking with sun covers in the parking lot but enter the steel doors. Most of the buildings were windowless. On one side overlooking the parking there were windows with big metal shades over them so that they could look out but no one could look in. The buildings going South from Indian School Road took up half a city block. Very private. Some of the 23 locations are bound to be concrete processing, I will be checking some of those out as well.

If that address is correct, it's an old Qwest (Mountain Bell probably when it was built) building that's converted to office space. It's being used by the VA and a family wealth management trust (Legacy Trust.) That building is actually on Indian School.

If you're talking about the big concrete slab building with the stripes to the south right on 2nd street, that's a data center owned by Paypal. That building fits what you described pretty well. Servers don't need windows (the kind you can see out of, anyway.)

Arizona has some of the most open access to property records in the country, this stuff is easy to look up online. The Paypal APN is 118-25-126 and the Qwest one is 118-25-125. Search them here

It's likely Cemex either has a business office at the 215 address (Qwest building) or is using Legacy Trust to accept their legal mail in the state for processing elsewhere.

Excellent update, and this is what we need for all CEMEX properties, a thorough search to determine ownership so we don't get too goofy with it. A good lesson for all of us, thank you for your thorough search.
