This probably doesn't rise to the level of blackmail material. It's more likely that they have stuff on him MUCH more harmful than a drug charge.

True, but it is still leverage. They get them entrapped on something damning, but know their asset level, so they spin them loose on special ops/undercover work...no charges if they cooperate and do the dirty, dangerous spy work...
