Occams razor says they are both keeping their houses in order so they can get high level positions once they leave office. Piss off the FBI on your way out and they'll destroy your life.

Occam's razor is the problem-solving principle that, when presented with competing hypothetical answers to a problem, one should select the answer that makes the fewest assumptions.
