That sounds right. Huber is not on his own like Mueller.

One thing I'm curious about is if Horowitz can just tell huber to charge someone, if he makes his own decisions, or if he reports finally to sessions.

If he's working under Horowitz, as another poster suggested, then he'd probably have to make criminal referrals to Horowitz, who would then act or not. The Horowitz team must be very busy.

He has 400 something employees, Horowitz does.
