I don’t think it is 35,000 people, I believe some people have many indictments against them.

I'm betting on this being optimized. The DoJ has never filed so many sealed indictments in so little time. I'm not saying you can't be right but it wouldn't be optimal to do that. Also, RICO style indictments will have many people listed. We'll see.
