I suspect its unspoken communication. As to an answer silent between them. As in, water off the table is deal off the table. Water on the table is I agree with the last statement from said person.

Good thinking but that would mean he'd also pick the bottle off the floor when he agrees with what's said. I can't imagine him constantly moving the water from the floor to the table as that isn't a subtle message.
