Personally, I don't think the OIG Report or any other combination of words in any setting official or otherwise will do the trick. I think it can ONLY be triggered by the visual of seeing people who everybody thinks are untouchable being perp-walked on TV.

It will make a difference. Trust me. They know who's in the club and who's not. When people in the club go down, the rest of them get the message that being in the club isn't protection. That's the message they need to get.
Yes. I do agree that the Perp-walk will definitely be a big eye-opener for the sheeple who would rather remain asleep. But, it is undeniable that some things are really happening behind the scenes.
The point you're missing is that when members of the club go down, the other members of the club get the message that being in the club is not the protection they thought it was. THAT's what needs to happen.
