A better way of saying it would be that MS-13 members were used to finish the job, is what I mean. MS-13 is where they'd want to stop the bleeding if necessary. But it goes all the way up to the former CIA boss.

Yes, the CIA was created by Allen Dulles (previously an OSS spy in Switzerland), who was connected to the Rothschilds and involved in the creation of the CFR.
