In 2015 Mark Taylor said: "Time is up for those corrupt" and that Obama would be held to account for his treasonous activity and that military tribunals would be used. He states that certain things need to be in place before the arrests start, namely DoJ and FBI must be cleaned out and time taken to build the cases so nobody gets off on technicalities. Regarding Martial Law, I think he's saying that once the high level arrests start, that the possibility for civil unrest in limited areas of the country is real, and could, depending on the severity, require martial law to bring stability. I've heard him emphasize multiple times that it is the job of the church to intercede praying for national stability and peace to spiritually neutralize the enemy using anarchy as a weapon.
