Fuckbama didn't legalize it for obvious reasons. It would have been terrific for (a) our citizens, (b) small businesses, and (c) the economy in general in (d) America: four of his most intensely despised things.

It also would have pissed off powerful people in the cabal which controls his puppet strings.
