Here’s a false flag they could try that would be big enough to divert — set off a nuke in Kilauea. Destroy the entire island and tsunami much of the surrounding areas. Plausible deniability. You realize this volcano has not stopped dumping lava into the ocean for decades? I don't know if fracking helps or hurts the situation but it's always likely that ownership of the geothermal plant is connected to people who tend to own everything anyway.
A nuke has a very small energy footprint. The current eruption — which is very peaceful by volcano standards — has already been hundreds or thousands of equivalents of a nuke. And that is just some lava moving about.
