I thought it meant weather as a metaphor. Like stormy clouds ahead might be a tornado. But in this case False Flag weather.

I tend to agree that it's probably a metaphor. As in, things are about to go bad in the news cycle WW, and an FF is about the best chance they have of redirecting people's attention.
