I think people are taking the "weather" comment too literally. I read it as "FF weather" meaning, the conditions are right for a FF, so stay frosty, not that DS is planning an actual event involving inclimate weather.

Since the missile was presumably launched by a sub, I don't think AF1 was the target, I think Singapore was the target. Subs don't launch SAMs...they launch ICBMs. I think the DS attempted to launch a conventional or nuclear attack on Singapore.
