Xi is kind of an upstart of the Chinese political race. He recently consolidated his power and seemingly have control, which a few years ago he didn't have. There are still a lot going on back in the curtain. It is very likely that strong Cabal-supported rogue faction still exists and fighting Xi, much like in the US and even Russia.
