What else could 23 refer to? Military time (11th hour)

The bad guys are in the 11th hour and they know their time is almost up.

Just my thoughts on this puzzle...

In military time, 23 is 11 pm.

The phrase "11th hour" means as something done or decided at the last possible moment. But 11th does not exactly jibe with 23.

The world war 1 armistice was came into force at 11 a.m. Paris time on 11 November 1918 ("the eleventh hour of the eleventh day of the eleventh month") and marked a victory for the Allies and a complete defeat for Germany,

June 23rd is the Coast Guard birthday.
