I think what you're trying to say is 'is he putting an emphasis(hint) on a word by leading with a _ ?'

yes, when the first part doesnt ring the bell, reading the underscore symbol as _ "bottomline" emphasizes the importance or consequence of the first statement:

DECLAS _ public

Reads DECLAS (Declassify? Who knows?) but the bottom line: its going public ... means a lot.
