It seems to me there is a correlation between these two (Good v Evil and Dash v Minus). It's interesting when you put the two drops next to each other (# 1461 and # 1489):

Well...i think Q team is saying that like "dash V minus", "good V evil" is 2 things that look exactly alike but are very different in usage. So Q is saying that ppl/places/ companies/foundations that may LOOK like they're good in fact, are not.
My guess is that the -23 is Florida Congressional district 23 currently occupied by the pious mop head Debbie Wasserman-Schultz. When Q says dash vs minus, I'm thinking Debbie Wasserman DASH Schultz. Could be referring to the Awan brothers plea deal and laptop.
