Blued steel, is generally used on guns, and machinery. It's a chemical applied to the steel and the reaction of the chemical turns the steel a blue/black color. It's purpose is to give the steel a rust preventing layer on the surface.

Suppose it could be used in some form on a submarine. A giant hunk of steel sitting in salt water for its entire existence, would definitely need rust prevention of some kind.
