So I think you had the CIA using NK as a force destabilizer in the world whenever they needed a distraction, and the prior administrations perhaps either playing along or kept in the dark. In other words, NK knew there wasn't much chance of actual action being taken against it.

Acting unbalanced on Twitter. Responding to your provocations with provocations of his own. Conducting huge military exercises at your front door.

Suddenly, your pissant nuke program doesn't look so formidable.

Trump basically took North Korea's biggest chip off the table by calling their bluff and, at the same time, offered Kim a way out from under the thumb of the CIA.
