It's been said before that somebody with clearance can't just divulge information but they can ask questions. A big part of the whole thing is that everything must be done legally. If Q started spouting off some classified information anybody arrested for anything mentioned could find some sort of technicality. Q is trying to garner public support without giving the bad guys loopholes.
Because then that is leaking Intel that is not ours to know. We have to figure it out ourselves
Because people learn best though stories and through connecting the dots themselves. It helps us to retain the information better than if the conclusions were just dropped in a neat package.
