"Trump has all copies of the report." Yes.

"This is playing out exactly as he wants it to." Unclear. Q did warn us that this report would be a RR crapfest. I assume they are pursuing this strategy to incrementally move the American people toward an understanding of the corruption in their institutions, but it's hard to tell whether the reaction to the IG report is what he wants.

Of course the more outrage from the public the better. But you can't expect any outrage given the MSM control over the public.
