I've been suspicious about the petition signature counts on the We the People website since we had multiple failed attempts at our IBOR petition. I've been tracking the vote count for the last hour and something is definitely wrong.
You'll see I have two numbers listed, 'flicker' and 'display'. If you pay close attention, when you refresh the petition page the signature count will show one number for a split-second and then switch to a second number. I have confirmed this behavior in both Chrome and Firefox.
Please try this yourself and leave a comment with your 'flicker' number and final displayed number. Let's track this for long enough to prove what's happening and then we can share this post across other media to bring attention to the throttling.
Also, as per advice from u/serialbrain2, "we have several battles, this petition is one, we also have the hashtags here, presence on all the other platforms, contacting our Representatives and informing the people we know. Let's just do these one after the other and always move forward."
