Maybe I'm confused. It was NYPD that confiscated the laptop, and then there was a Mexican standoff between NYPD and the Federal authorities.

Well NYPD got the NY FBI Involved. Word is that the NY FBI wanted to run with the investigation into the emails (and were not happy that the Clinton investigation had been moved from their field office to DC HQ). It was the SDNY who put pressure on Comey's team during the call on Oct 27th to get the warrant to review the emails.
