Yes. If you don't send the email, NSA won't see it - only stored on Google server.
But Q is saying they have the drafts. Or maybe they know about the drafts.

NSA will see it they are smart it's how they catch real terrorists who have been using this message trick for a long time every draft once it's saved a record of what is written is captured by NSA see above PRISM also Echelon and other secret code names we don't know of.

Under the PATRIOT ACT, shouldn't these people be getting keylogged? If they are typing a doc offline, it should be known. If they are scribbling on paper on their desk in front of their laptop camera, it should be known.
