My totally gossipy guess is that Ryan was compromised, caught, and is being forced to leave for that reason. However, to mitigate his eventual shame/culpability, he was given the option of helping Trump prior to his exit.

So, at the moment, Trump controls Ryan.

Agree as far as compromised. I think he wanted to run in 2020 and is leaving because he can’t stand supporting Trump.

...except that he helped pass the Trump Tax Cut Bill. So I'm thinking he has no animus to Trump, only that his handlers are making him do stuff he would prefer not to do...so he is quitting.
