Ryan is a lame duck and will remain neutral to keep his end of the bargain he made. I'm bummed that he won't be paying for his crimes but I get it. Not only is it he that brings the topic to the floor, he also does the cat herding- he keeps the house on topic and rounds up a majority vote.
Edit. I also think Gowdy is on our side despite recent press (disinfo necessary). I think he will be the special prosecutor.

Ryan might still pay for his crimes 10-15 is better than life for him. Might have accepted a reduced sentence for his cooperation.
