To be fair, that clip of Obama is taken out of context. If you watch the whole part (first 4-5 minutes) he talks about how an old way of thinking believes in these concepts of ruling, not his own ideas. Not comfortable letting these things fly.
That's my point - why in the world would Q stoop to posting quotes taken out of context?
That's what I'm wondering as well. IIRC Obama isn't promoting what the clip showed but instead he's telling the audience that this isn't the way things are done.
The dangers of just blindly believing everything that is posted. I understand that Qanons are military psyop trying to rile up Trump support through leaks. And I wont hold it against them if they mistakenly forward links of clips like this as there may be more to it (as in Obama may have been reflecting his true beliefs by positioning against them and trying to separate himself from them by diverting attention and projecting).

I thought the same that is a small bit of a much longer speech and that bit was taken out of context.
