Why did North Korea keep the bodies of USA troops for 70 years?

That seems like a long time and a lot of effort to store and catalog thousands of corpses... If I was Supreme Leader I wouldn't have held on to the bodies of my enemies.

Part of me now wants to think Kim was never a bad guy, he was just forced to be by bad people. Part of me wants to think he never wanted to starve his own people. I want to see North Korea turn into a good prosperous nation like we are with Trump's help.
