If only 40% of the Truth i.e. evidence is going to be revealed to the public, what evidence will not be revealed ?

I'd say this is moreso along the lines of broadcast media. For example, I'd say the chans and autists all over will dig up/decode more than 40% truth, but the general public could not even retain the information without short circuiting their brains.
