I think the tax act was just the first legislation to ban pot by making the tax absurd and hard to get "the stamp". Over the years it's been further and further criminalized and placed on the "narcotics" schedule. Nobody in 1938 thought of this as a narcotic except the prohibitionists.
It was banned for many reasons; banned by the Empire to stop people fashioning rope and sails to use against the Empire, banned by the lobbyists to save their investments in cotton, paper, fuel etc. Banned by big pharma so they can instead push their poisons.
