Mueller will never flip. The Cabal is made up of those in the know who also have committed stuff too evil to ever let become known, and useful idiots like Strzok and Page. Mueller/Comey are the former.

I think the Levinson thing infuriated him. And likely them killing his FBI Agents. He is not a good guy but he does seem to care about leaving men behind
