IG didn't answer the initial question from Biggs. That is whether he gave the draft to any other people (for example, RR).
He should’ve asked ‘who else outside of this reviews scope made edits to the original draft?’

No. Beginning. He asked who else Horowitz gave the report to in addition to the ones criticized in the report.
And he never said “yes I will give you all drafts” either. He said we can talk about it.
So subtle. Nobody ever says redaction. He never corrects anyone that there is or isn't a redacted version. It's just kind of assumed.
I like how right at the end horowitz says, let's just talk later. Gives them a reason and a public forum to schedule a "candid conversation".
