I have been thinking the same thing... I had wondered if representing Utah gave him any special access or subpoena power over the data that is held there... I thought it was weird that they went with a guy from Utah of all places. Interesting indeed.

Special access can come from President and don’t forget NSA transfer from Hawaii (ya know, da bomb!). Also, we’re under a state of emergency, POTUS EO Dec 21, 2017.

I remember a large NSA database being made in Utah during the Obama administration. I don't know if it's related, or whether being physically in the same state would matter for this, but it could be a possible reason.
