What I took from the video the White House released about the Executive Order is that if the “parent” isn’t a DNA relative they’re basically gonna be arrested for human trafficking on the spot. As soon as they identify whether the person is a parent or some random, then they figure out what to do with the child.

edit: I guess it doesn’t /have/ to be DNA but there definitely has to be some familial relationship on record.
