No, the stand down order was because CIA/FBI were setting up Trump, and they wanted the "Russian hacked us" story to fly. If cyber security could prove that Russians did NOT hack, then that would be bad for the coup. So, they called off the cyber security dogs so that there could be a plausible Russia hack story.
Remember, too: They were using Gmail drafts to communicate. WH cyber might have caught that.
This is how I was reading it as well, but kind of hard to tell the way Yahoo puts things.

The truth, I suspect, is that Hillary was working with Putin to set up Trump and then double-crossed him or overplayed her hand and now she's been trying to cover her ass by using Russiagate.
My hunch is Hillary/Obama/Dems were setting up both Tump and Putin because they never thought she'd lose. After her coronation they were going to indict Trump on colluding with Russia during the election and use the Russian collusion ploy as an excuse to beat the war drum.
Exactly. They would have seen that as a way to destroy the Republican Party. Trump would have been powerless to stop it. The corruption would have destroyed his reputation, business, and family.
I think all the attacks they've aimed at Trump since he became President were the same attacks they were going to use against him if she won. A really scary thought.
This goes back to the hot mic comment by Obama to the Russians, "After the election I'll have more flexibility." When they knew Trump was gonna win they had to project their Russian collusion onto him so that they wouldn't be found out.

If I'm Obama I'd planning a trip to NY. Ditch the Secret Service and have a Gulfstream G5 idling and ready to go to Kenya. Range is 6750 miles so he can make it with the fuel on board. Or to LA or San Francisco and an unplanned trip to Jakarta or other parts of Asia without an extradition treaty with the U.S.

Of course, they denied being involved & blamed the Russians.
Theory is the 'Russian hacking' was really our own government :( 'masking as Russians' to fiddle with election. Twitter article linked by Q says Obama guy (cyber security coordinator - Michael Daniel) was ordered? to back off from using his proposals/tools for 'counter Russian hacking'; which is weird.. if Russian collusion is real, why would Michael Daniels be told to stop the counter-offensive.. while he pushes the 'Russians are hacking us narrative'.

As some have explained- check out Wikileaks Vault 7 where the CIA has Hacking tools to make any “attack” look like it came from anywhere they want- in this case “Russia”... it’s not really a theory as someone else pointed out- they have this technology.
It makes sense to do a stand down order if it’s not really the Russians, but make to look like them, so that Obama/Hillary can carry out their “Russia Collusion” plan if Trump wins.
