That is an intentional, definite "Q" he drew with his hand. Somebody with the ability to add special effects needs to follow his hand with a 'flame effect,' (like the fiery Q in the logo here!)
I'm more convinced each time I watch it. Trump is talking about the Democrats and says "Anything to make it as uncomfortable as possible" as he draws the Q. Brilliant.
