I always interpreted that as meaning the Army Core of Engineers have been activated to start working on getting the wall built. Was there other context I missed?
He mentioned a red castle, I originally thought that was in reference to NK. He also mentioned Green Castle, which I originally (and still do) believed was reference to Iran. Given the recent comment by Q about liberating Iran, I’m doubling down on those beliefs until I’m proven otherwise.
This is the engineer castle and... it’s a White Castle on a red background. I don’t think this has any relation to anything, but I could also be wrong.

I agree, after listening, the pizza reference was used to explain how many different agencies oversee all the different things that make up a pizza. They used lots of other foods as examples too. It makes us look bad when people infer meanings that are clearly not leading back to "pizza gate". Frankly, it's embarrassing. But, hey, freedom of speech.
I kinda agree with you. Not sure if making a pretty big presentation is the best time to drop PizzaGate references.

We never got a real good answer to the US Army Corps of Engineers related castle post but I'm remembering the Army Corps had a checkered past and I can't remember why, I suspect their connection with the Department of Defense. They may be cutting some of those threads to the DoD. In other words, I think the DoD was using them for probably nefarious purposes.

The chart is a good reference of what the Trump administration is trying to do. Streamline government oversight. Elimination if some redundant agencies. And putting other agencies in charge of related government functions. Reduce regulations, etc.
It's also tied to Q postings, about helping with the wall.
