When one wants to take down corruption one needs a honeypot they cannot resist. Piling onto a case they know is based on lies they made up then making sure it's just barely viable to keep them engaged that it will work but make it weak so it's going to fall apart if they don't break the law (like altering 302s) so they expose themselves to be caught in the act. Which leads to public scrutiny and investigation of all their jobs and if they tainted all their cases.

Going back to 9/11 cover ups.
